(Assam): Sir, I beg to lay on
the Table, a copy (in English and
Hindi) of the statement showing
fina] replies of Government to the
recommendations contained in Chapter
I and further information supplied
by Government in respect of recommendations
included in Chapter
II of the Twenty Ninth action taken
Report of the Committee on the Welfare
of Scheduled Castes and Scheduled
Tribes (Seventh Lok Sabha)
regarding action taken by Government
on their Twenty-second Report
(Seventh Lok Sabha) on the Minis-
' try of Communication—Reservations
for, and employment of Scheduled
Castes and Scheduled Tribes in In-
' dian Telephone Industries, Bangalore.

MR. CHAIRMAN; I have an announcement
to make. I have to inform
Members tfiat Shri Ladli Mohan Nigam
" has sent me the following letter: —
"Shri Sadashiv Bagaitkar was
granted leave of absence because of
his illness during the last Session.
His condition has since deteriorated
and he is not in a position to make
a written request for his leave of
absence. I am conveying his feelings
and request you tfiat his
request for leave of absence till the
end of this Session be accepted."
I have also received a telegram from
Shri Bagaitkar saying that he is ill
and may be permitted to remain
absent from the House. Anyhow, I
will put it to the House:
Is it the pleasure of the House that
permission be granted to Shri Sadashiv
Bagaitkar for remaining absent
from all the meetings of the House
during the current Session?
[No honourable Member dissented.]
MR. CHAIRMAN: Permission to
remain absent is granted.
I will also send a letter, with the
permission of the House, to Shri
Bagaitkar, wishing him speedy
recovery.

THE RELEASE OF THE TAMn,
YOUTH ARRESTED WHILE DISTRIBUTING
PAMPHLETS IN DELHI
SHRI V. GOPALSAMY (Tamil
Nadu): Sir, I want to make a submission.
A Tamil youth Vetriselvan who
was distributing some pamphlets
against the atrocities, tiie crime of
genoside committed by the present
regime in Sri Lanka has been arrested
and he has been manhandled and
assaulted by the police. What is the
crime he has committed? Is it a crime
to distribute pamphlets in this country?
Are we living in a democracy
or under a dictatorship? (Interruptions)
. You have given a red-carpet
welcome to the butcher of Tamils, Mr.
Jayewardene, here. On the other
hand, a Tamil youth, who wanted to
distribute some pamphlets, has been
arrested and assaulted. Sir, if Mr.
Jayewardene, were to land in Britain,
the MPs. there would have shown him
black flags. But you have given a
red-carpet welcome herel But, Sir,
a Tamil youth has been arrested and
assaulted. He has not committed any
cognizable offence. (Interruptions).
\ It is a very serious matter and thishas
caused serious concern and resentment
in the minds of the Tamils. I
I would, therefore, request the Govern-
1 ment to release him immediately and

also to make a statement. This is a
very serious matter.

(Tamil Nadu): Sir, apart from joining
my friend, Mr. Gopalsamy, in
demanding the release of the arrested
person, may I make a request to
the Government through you that the
External Affairs Minister should
make statement? 1 am making this
request because important discussions
have been held with President
Jayewardene. Whatever may
be our attitude to his visit here, the
discussions have taken place even at
the highest level, wilh the Prime
Minister, on the Sri Lanka Tamils
issue. We have been raising this very
often. So, Sir, may I make a request
to the Government through you that
the External Affairs Minister should
make a statement on the outcome of
the discussions that were held here
so that the country may know what
attitude we should take further.
